The governing body of the City shall set the personnel rules and regulations for the City by resolution. Said personnel rules and regulations shall set compensation rules, attendance and leave rules, other employee benefits, disciplinary rules, grievance rules, separation rules and such other rules as are deemed necessary by the governing body.

The city in accordance with the provisions of K.S.A. 12-16,102, does hereby establish an employee benefits contribution fund for the purpose of paying the city’s share of the following employee benefits:

(a)   Social Security (FICA);

(b)   Kansas Public Employees Retirement System (KPERS);

(c)   Worker’s compensation benefits;

(d)   Employment security, unemployment compensation benefits;

(e)   Medical, health and hospitalization insurance and other health care costs.
